The Louisiana Board of Ethics is filing charges against New Orleans Mayor LaToya Cantrell.
The board says Cantrell violated state ethics law by taking first-class fights at the city's expense.
The 15 flights reportedly cost more than $28,000, which the mayor eventually reimbursed after first stating that she wouldn't.
The ethics board says Cantrell did not pay that money back in a timely manner.
She faces a censure or fine of up to $10,000.
Cantrell is currently out-of-town for a week-long trip to Africa.
The Mayor's office announced her departure on Wednesday, more than five hours after her weekly press conference, in which the trip was never mentioned.
Cantrell will be in Nairobi, Kenya, for a United Nations committee meeting to discuss plastic pollution. She reportedly has a speaking appearance in Nairobi on Sunday.
The conference is scheduled for Nov. 13 through Nov. 19, but Cantrell is scheduled to return to New Orleans on the 15th.
