The New Orleans City Council says the city owes millions of dollars to people and businesses who have done jobs for the city.

Councilmember At-Large Helena Moreno says one company that completed its projects last year is still on the hook for $7 million. Also, some teenagers who took part in the city's summer job program still haven't been fully paid.

Councilmembers say businesses are refusing contracts with the city.

Moreno says some of them either failed to fill out the paperwork properly or didn't enter all their information into the city's online system.
